They closed it down because the company that owns it is going to tear it down and build a condo/casino development on the site.

Circus Circus and Riviera are two of the oldest properties on the Las Vegas strip, and two of the most run down and least desirable properties. There are no immediate plans to do so but they will be imploded and replaced with more upscale properties within 10 years. The Frontier, Westward Ho and Stardust were all imploded recently. Echelon is being built on the Stardust property. Fontainbleu is being built next to Sahara. Steve Wynn built Encore next to Riviera. The new luxury resorts are expanding to the north. The recent economic recession is the only thing holding up the process.

Yes, it was sold and will soon be imploded to make way for a new casino development. I believe it was Harrah's Corporation that bought it last year.
