Of course it isn't normal. This stuff is mucous and is a sign of illness, usually a respiratory infection. Could be cat flu.

Do please take the cat to a vet!

No, that is a sign your cat may have an upper respiratory infection (typical cold), or something worse (feline aids/leukemia?). You didn't say, but is he sneezing or wheezing? I have had older cats who would drool when happy (and quite a bit, too), but the drippy nose is an indication your cat is probably sick. Your cat should have clear eyes, a dry nose, and nothing leaving his lips if he is in good health. I heartily recommend a trip to the vet very soon for a diagnosis.

Wipe it away, and keep the cat as clean as you can. Take it to the veterinarian because it has an infection and needs medicine. Good luck.

This is mucus, your pet probably has some sort of cold or allergy. Take your pet to the vet and describe any symptoms your pet may be having, and anything that it may be around that it could be allergic to. (Pollen, etc).
