Some Catholic priests ARE married. Besides that, Catholic priests are married to the Church, and they witness the exchange of consent when a man and a woman marry in the Church.

They have everything to do with marriage. They are legally able to perform a marriage. If a random person off the street pronouces you man and wife--it means nothing. Few people have the legal authority. Ship captains only b/c it used to take so long on a ship to get somewhere that it would be months before they could find a preacher/priest/judge. Without the representative of the church (as he says With the power granted by the state of California) pronoucing the marriage, you would not be married.

In my church (Anglo Catholic) our priests ARE married and Orthodox Christian priests are also allowed to be married. So not all Christian priests are celibate, even some Roman Catholic priests are married -thought they don't like to talk about that!

Other than presiding over the marriage ceremony the priest acts as a counselor for married couples being a friend and confessor.

I hope this helps!
