OK, so if 3,500 caloires = 1 pound and I only eat 1,000 calories a day, drink tons of water and do 15 minutes of cardio each day will I lose weight?!

no.
you might lose water weight and muscle but not fat and also slow down your metabolism dramatically. and you will gain more than lost as soon as start eating normal.
find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

Yes, you will lose weight because the average body burns 1500 to 2500 (may vary more) each day depending on age, weight, and daily activity level as well as the person's metabolism. You will be taking in less calories than you are burning. It may not be healthy to only eat that many calories a day though.
