You will always come across inappropriate behavior in life. In general, it's best to simply ignore it - as attention is all that they are seeking anyway.
The exception to this rule is when you have your own children - it is then your duty to reprimand inappropriate behavior.

Imagine that - a 13 or 14 year old who acts like a 12 year old.
In all seriousness though, are you sure that he was doing it intentionally? I'd say be cautious and see if it happens again. If it does, then either tell your friend to knock it off before the assistant reports him, or skip that step and report him yourself. Or you could speak to your friend in the wheelchair - he might be on my personal terms with the assistant.

Write a letter to the Dean or Principal and express your concern. You're absolutely right, that is totally inappropriate. If someone does not stop him now, he might end up trying to take advantage of someone else again. He's disgusting and obnoxious and someone needs to put him in his place.
I'm curious though as to why the Assistant didn't say anything?

Most freshman act like 12 year olds. Ignore him. He'll find a hot girl HIS age and forget all about the assistant.

Is the assistant an adult? An adult should be able to handle a teenager. But if she's another student, that's the wrong time to be fooling around since she may feel trapped in the situation.
Ask the assistant how she feels about it when your odd friend is not around; maybe there's more to it. She may not have realized he was doing it on purpose.

Most freshmen in high school act like 12 year olds , as a matter of fact I know lots of men in their late twenty's that act like 12 year olds .

Try talking to him and tell him you would appreciate it if he would be more thoughtful around your friend. If this continues, I'd talk to a counselor or teacher you can trust.
