If the outlet was installed by cocmast (or guaranteed to be working) then you should get analog channels 2-98 automatically without a box.

If you're getting locals, then access your tv's menu and point it to 'cable' input rather than 'antenna'. Most tv's have a factory default of antenna, which is typically about 15 channels.

If you want digital on that tv, then you'll have to fork over for an extra box since most tv's can't translate a digital signal.

You can split the cable and run another cable upstairs but that is really a job for the cable company. You will also only be able to get a few channels on that cable with no box. On some systems you won't be able to get any channels at all without a cable box.

Your upstairs outlet must not be active. You are most likely just picking up the air channels, which is why they are fuzzy. When your installation took place, the technician must not have known about that outlet. You can have a tech come activate it for you for a one-time install fee. Then you should be able to get standard cable on that tv at no extra monthly charge.

You might be able to get cable channels but I think it depends on a couple of things. First, your televison must be "cable ready" ( have a tuner that is able to tune in cable channels). Next your tv antenna input has to be set to "cable" rather than "antenna". Also, you may have to do a channel search so that the tuner recognizes which channels are available to you.

If you can do all those things then I think you'll be able to get the basic cable channels on your upstairs tv.
