Because we soon forget as the newness of the Tragedy wears off and we become use to it.
It has always been this way.
Like the saying goes:
Those who forget the past are condemned to repeat it.

That's a good question; I don't have any type of advanced psychology background but I'm sure there's some sort of hard-wiring going on.
The savvy political leaders can use it to further foreign policy goals, i.e. Pearl Harbor, Gulf of Tonkin, etc.

Because people are selfish.
Because tragedy causes us to think about our own death....for a short time....then the day to day takes over again.
There is a saying I heard that I like" There are no atheists in foxholes".
When there is a major tragedy (like 9/11) everyone suddenly turns to God. But when everything is going okay, nobody is interested in Him. Why, because we are selfish. We want to do things our way. Both individually and as a human race. It's our nature.
Truely honorable people learn from things like 9/11 and grow and change their ways. The rest follow the heard like dumb cows.
The question is, which will you be?

9/11 united the US in insanity and that's why they invaded Iraq causing countless more deaths than occured on 9/11.

Because basically, life,as it always does, goes on.
All of our focus was on that particular event(esp. here)and that's all we could think about.Time passes.People have to get back to their everyday lives one way or another. We in turn, emotionally, settle down. It's just "too much work" to be so darn nice all the time.

actually, it was moments later.
remember how Falwell and Robertson wasted no time to find a microphone and blame the 9-11 attack on gays and lesbians? it only took moments, and that good ole xian hate was flowering brightly and loudly.
truth be told -- xian hate and disdain for other people never took a break. it was as strong as ever.

The time we forget our differences, put ourselves in someone else's shoes and really treat people the way we'd need to be treated.
But life goes on
