Never heard of it and as bitumen/tar are oil based I don't think you'll find it.

you cant ..there is no such thing as water based bitumen otherwise it would have dissolved millions of years ago a lot of it is distilled from coal ..others like asphalt is found in lakes in Trinidad

first three answers dont know what they are talking about go to a reputable builders centre and they will sell it to unot anywhere like b nq or homebase apropper builders centre

not heard of that as tar is an oil based product and well oil and water just dont mix!!!!!!!!!!!!!!!!!!!!!!!!!!!
