Well every state is secular, but if you're referring to people then I would say California since it has the highest population.
*However, if you are referring to one religion in particular then it would be different because it's very diverse religiously.

Alabama, only 7% atheists.
I'm moving to the US this year, Alabama was the first state to be dropped off my list of options.
