I want to create a large high quality photo from a small jpeg file (using free software). What is the best way of doing this?

I've done the same using Paint Shop Pro 9.
Just "resize" the image using a 10 million colour platee.

Short answer - you can't.

A jpeg is a low resolution format, so the data just isn't there for a high resolution picture.

Long answer, by transferring it to any picture manipulation program and expamnding the size the software will interpolate (= make a guess by averaging the data from surrounding pixels) the extra pixels... but they are *not* real picture data, they are a guess. The result will look hi-res but will have no more information than the original jpeg.

If the pixels are already LOW in the jpeg then increasing the size will only make it look worse and there isn't a way to make it look better...Even with Photoshop!
But, IF it's already a High resolutions img, then you can make it any size you want provide you don't change the pixels.

You can't. Pixels is pixels, and a small jpeg contains only a few of them, and not only that, the information in them has been distorted by the JPEG compression process. Scale it up if you don't mind blurry or jagged, or use small. But you can't make a silk purse from a canvas wallet.

While you can't make a "high quality" image from a low-quality, small, file, you CAN increase it's size (although the results might be slightly blurry). Try this tool to increase your photo's size:

you can do it with a scanner if you have one.copy and enlarge
repeat as necessary
