I want to create a large high quality photo from a small jpeg file (using free software). What is the best way of doing this?

what your talking about is impossible, they can only do that kind of crap on CSI and stuff. Theres no way you can take a small, low quality picture and create a larger high quality pic, it just can't be done.

You save it as a higher dpi and in the size you want. The software will try to put in pixels the best it can to make up the difference. Do not expect the same quality you would have had if the picture had been taken in high resolution in the first place.In that case the pixels are all truly representing what the camera really saw.
Though not free, Photoshop is best for this.

You can't create a higher resolution file. All you will do is break down each pixel into smaller pixels, but when you blow it up, the image of the original pixel is still there and that is what you will see.

I think that is not possible to do that, what you can do is to search for the same file in a better resolution.

You cant get high quality from ugly.
