It depends on how close you are with him. If you are trying to turn him on before you two are dating, just try to be yourself, and whatever comes naturally will happen. However, if you are in the early stages of a relationship (or very very close to dating), I have gotten feedback from a lot of guys that they die whenever someone breathes on their neck intimately. Give him a big smile. That will definitely let him know you are interested. You can then start to flirt a little with him. Not too much, though. Also, act interested in what he has to say. He should make the next move.
