MI does. MCOLES is the body that pre certifies all police officers in MI.

Police Pre-Employment Certification training is not a new concept. Approximately Thirty Seven states in the US conduct it with great success.

It essentially shifts the burden and expense of training onto the prospective candidate instead of the agency. All aspects of regular academy training are essentially the same except for the fact that the student (candidate) is not a sworn police officer and enters the program as a civilian. Upon successful completion of the program, he/she is issued a certificate stating that they have completed this phase of training.

Unfortunately, I do not know ALL the states that require it, however, search the internet under "Police Pre-Employment States" will help you locate most of them!
