It does not necessarily have to be a physical place. If can refer to a state of mind. It would be, for me, a place where families live together of one heart and one mind, and an eye single to the glory of God.

Symbolically, Zion is Jerusalem. Some passages in the Bible indirectly refer to the entirety of Israel and its people as Zion; for example "the virgin daughter of Zion."
