find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

15 mins of exercise, while better than nothing, also isn't really enough to accomplish much. You need at least 20 mins of good cardio to start burning that fat, and 30 mins to 1 hr is better.
However, at your height (even if you have a small frame) your idea weight range is 98 lbs - 102 lbs so basically you are right where you need to be. (see source link)
Perhaps you just need to do some toning exercises to firm things up...and more muscles burns more fat and takes up less space (than fat) so you'll be smaller in clothing size, but possibly weight a little more since muscle is heavier than fat.

First, fugedaboudit. You are a very good weight for your height and age. As you get older, you will get taller, perhaps, and your weight will be perfect, or you will slim out, or fill out more, and your weight will be perfect for your height. That said, at 15, you really don't want to mess with mother nature yet, as she ain't done yet. As long as your diet is healthy and you don't pig out on junk, or sugar, or white flour products or ice cream, you will be healthy while you grow into what you are to be. Then, at about nineteen or twenty, when you have reached most of your full physical potential, ask the question again. I know you won't likely like this answer, but it is really a good one for your health.

I've got the same exact weight/height as you, and I'm wondering why you'd want to go to 90lbs? That's to low and doesn't sound good...
I wouldn't do anything major if I was you. I'd just eat healthy in general because that's good for your body (no soda & a bunch of junk).

For your height and weight, your BMI (body mass index) is around 19 which is healthy. If you drop to 90lbs, you'd be classed as underweight which is not healthy.
Just eat healthily, plenty of fruit and veg, complex carbs like sweet potato and wholegrain foods and lean proteins like fish and free-range chicken, cottage cheese, soya products and so forth. And consume plenty of water, minimise soft drinks and caffeine.
At your age you shouldn't be worried about your weight, love your body and enjoy life! :)

"Perfect diet"?? No such thing. You just have to eat healthy and stay active. Maybe you could contact a dietician.
