Check that your battery connections are tight and free of corrosion.
If that seems fine, look at your main fuseblock in the engine compartment for loose fuses.

When dodge built the Neon they had a bright idea about putting inline fuses in them. They were a very bad idea. Neon has a big problem with that. The inlines blow out and no power is transfered to the run or start cycle to starter. Thus engine is dead. lights run on a seperate circuit so they have no problem running

have you had your car tuned up lately? if not, i would first check the battery and the terminals. Take it to sears or autozone, they will test it for free. If there is corosion around the battery posts, clean this off with mild soap and water. If this doesnt seem to be a problem, have them check your altenator (usually they will do this for free too). if that all checks out to be fine, you may need to check your fuses. If you see any that are blow, replace them. If all these check out, i would change the spark plugs, fuel filter, and while your at it, put in a new air filter.
good luck.

i have a 01 neon,i had a lot of miles on the car and thought that my starter or alternator was going out it wasn't that at all i had to replace my motor.I'm not saying that you have to get a new motor, take your car to a dodge place and let them do a diagnostic check, than from there you know what you have to do next.good luck.

Well this is a very disposable car, you could spend 1000's of dallars replacing unneeded parts.
Your best bet is to have a tech scan the onboard OBD2 computer and see if there are any trouble codes.
