If IE7 click Tools ( the wheel Icon) and select /check Menu Bar.

Pressing F11 does not help to restore file/edit/tools/ etc
if not present when you viewed a web page. Just tried. stimulating your problem.

Tip: Add Internet Explorer Toolbar Buttons -
1. Go to Start/Run, 2. Type in gpedit.msc,
3. Go to user configuration -
Windows Settings - IE Maintenance -
Browser UI. Then click on browser toolbar customizations.

If you are using IE7, click on an open area in your browser and then make sure the the "Menu" bar is checked.
