* Eve teasing. (In India)

But, it seems, there is a mistake from the girl's side also. That's why our ancestors made some culture and we people by saying modernisation drop all those things. If she and he couldn't had have their pre-martial relationship, then this kind of situation couldn't have been avoided.

As far as the situation now is very worse for that girl and the behaviour of that man can be worsen if you go against him with law. He may make it public and the girl cannot show her face in public. So, make some mediator / elderly person to advice him or shift the girl from the locality.*

The easiest thing that can be done is the manager or the owner of the workplace can tell him that he is barred from entering the workplace. Then the girl can get a court ordered restraining order (use everyone at work for witnesses) to keep him from approaching her, her work, her car and her home. With those in place, if he appears at her job once again, he gets arrested for tresspassing and breaking a restraining order. With the added offense of tresspassing he then gets a mandatory sentence in most states for both the tresspassing and restraining order (some days in jail).

Here in Canada, if he continues to attend the woman's residence or place of work after being told to stop, he could be charged with criminal harassment (stalking).

The woman need to contact police right away and have the incident documented and then have the police tell him to stay away. She need to write down all the details of all past/future contact with him. She needs to contact the police if he returns after being told to stay away. If she fears for her safety from this person, he could be charged with criminal harassment.

He would be arrested and only released with conditions that he remain away from her and her places of residence/employment. The maximum penalty in Canada in 14 years. Her employer should also serve him with a trespass notice telling him to stay away and that way he could also be charged with trespassing if he showed up there.

All the cities and towns have special cell for women where you can lodge such complaints related to sexual abuse and mental harrasment. You dont have to go to the court for this. A simple police complaint is more than sufficient.

Ethically, it is very wrong. Criminally, there is no crime, unless he is trespassing. If he does it more than once, then he is on the border of harassment and possibly stalking charges.

It's called harrasment ...... get your work to tell him not to come, then it's tresspassing as well. It's a minor crime prob get probation if he doesnt do it anymore or just a tresspass warning.
