No, dial-up does what it says, it DIALS a number to connect. You can't do that without a phone line.

About 5 years ago i bought phone service for the sole purpose of having dailup for my computer. So i had to get the cheapest phone plan that was offered. Back then it was around 13 bucks a month. However there are still installation fee's, taxes, and other stupid surcharges. So i ended up paying over 30 bucks a month for the first 10 months or so.
So if your thinking of getting a phone line just to use for Internet i would suggest not being cheap (like i thought i was being) and move up to broadband instead. The time alone you save from Internet browsing is worth the extra 10 or 15 bucks a month.

You could get Internet (at dial up speed) using a wireless modem in your cell phone. But as you would be charged for the cell phone minutes and for the wireless connection, the price would 3-4 times that of a regular phone. So it is not a practical option.

For dialup you need a phone.

How would you "dial up" if you didn't have phone service. Anways, dial up is for old people, so get in the now and get high speed internet (I suggest Sprint's EVDO network). Good luck!

you don't have to have a land line to get internet, you can go through cable if you have cable TV. Dial up is kind of ancient in the states anyway unless you live in a rural area, cable and dsl is much faster and both can be done through cable I believe.
