It's not wrong to ask a stranger for a pen. I am sure even you have offered your pen to helpless strangers. If you haven't yourself then don't even bother to ask - Use your mobile/cell phone (but make sure u do carry that at least if not a pen!!).
Also if a stranger reluctantly gives you his/her pen, write down your stuff in front of him and for safety give the pen cap to the owner in case you forget!! But you got to make sure the pen taken is the one with caps, not the ones with push down or rotating system.

Of course not. Nowadays people are all civilized and has proper etiquette and manners, and when a person refuse to lend you a pen, that means either he has never seen the society before or is completely, absolutely, mad regarding spendthrifts. Be bold and ask confidently to a stranger for he or she to lend you a pen.

Uhmmm...nope....unless you ask the wrong complete stranger (some get heavily stuck up if you look at them).

It's not like you're asking for spare change....you intend to give the pen back right?

As long as you are not like me, and have a tendency to chew on the pens. People usually don't want them back after that. I get a lot of free pens that way (LOL)

A polite request can be attempted in most public use areas.
I wouldn't attempt it where common sense should deny it,
(i.e, from club bouncers, party lounge lizards, the chef, etc.).

No I don't think it is wrong, but then again if you have a mobile phone on you why not type it into your notes or calender page, that's what I would do.
