If you don't live in Australia and you have not purchased a ticket, it is safe to say it's a scam.

The only way to win any lottery is to pay to play. Lotteries don't hunt you down and stuff money in your hand.

Just think about it. Imagine if they announced on the news that Powerball had been won buy some guy from New Zealand who had not ever paid to play. Don't you think the people that had paid would be pissed? This is why no lottery in any country gives away random money to random people.

If it sounds too good to be true, then it probably isnt. Sorry. The only money you can get without feeling guilty is a pay packet.
