1. Nobody would say 'to apply some graffiti'. The nature of graffiti is the mostly illegal expression of 'art' on somebody else's wall. Whereas some graffiti may come out as a genuine work of art, the underlying principle is still that the 'canvas' is stolen as it does not belong to the artist.
Within the community of graffiti artists, the 'application of graffiti' is called 'taggin'. Although it is grammatically correct to say 'apply graffiti', it is linguistically incorrect and mis-applied to use such a conventional term for such an unconventional activity. The ones who take pride in using other people's walls for a canvas call it 'tagging". The ones who are left to clean up their walls from it call it 'annyoing', and the law calls it 'graffiti' and 'illegal'.
2. One composes a song, an opera, but not a graffiti. IF a conventional verb were to apply towards the thought process that goes before defacing someone else's wall, the more appropriate term would be 'design' - but it is not used, either by the taggers nor the law enforcement officers.
3. Your best bet on this is to do a google search on 'famous graffiti', or just 'graffiti' and see what comes up - also consider searching Wikipedia.

Number one, apply some graffiti as it covers the taggers, the written and the really good artistic kind. Doesn't take much to "compose" graffiti; most of it's crap. In the case of the talented art forms, I would use "render" rather than compose or design. I hesitate to answer #3 as most of what I've seen is either profane or violates some other Yahoo guideline.
