For a very interesting discussion of intelligence and the debate over nature versus nurture, I highly recommend the book by Stephen Jay Gould, "The mismeasure of man".

In short, genetics always play an important role, but so do training and environmental factors, and it´s almost impossible to draw the line between those two influences.

But yes, I believe the human mind is very flexible and adaptative. ¿How to improve it? Depends on what interests you. But always look for things that are challenging to you, and surround yourself in an stimulating environment.
