Sunscreen blocks some of the sun's rays, and suntanning lotion doesn't. You can still get a tan with both, just slower with sunscreen.

Tanning lotions are designed to help you have lovely brown skin. They will often contain a range of ingredients to help you tan, but generally the main way they do this is let the sun through.

Tanning lotions are simply mild sunblocks, to stop you burning. You can get a tan with a sunblock as well, it just takes longer.

On the sunblock/tanning lotion, you will see an SPF number. Ranging from 1-15. Ignore numbers above 15, they don't give you any additional protection than the 15 rating. The reason behind it is very scientifically complicated so just trust me on this please.

Normally we can be exposed to sun for a certain amount of time before damage occurs. It depends on the amount of UV light. The SPF number multiples this amount of time. So if the UV level means we get damaged with 20 minutes exposure, a SPF of 10 means we can go out for 200 minutes.

Tanning lotions are usually around 4-6 and sunblock is 15+

Yes you can get a tan with sunblock, but that is not what it is meant to be used for. Sunblock is specifically meant to block out harmful rays of the sun from reaching your skin. The longer you spend in the sun the more block you must put on for it to work properly.
Tanning lotion is meant to enhance the tanning properties of the sun on your skin.

But you can get a tan with sunblock on. You can also get a burn with sunblock on. The more time spent in the sun, the more likely the sunblock will be ineffective.

Tanning lotion allows or increase the tan, but it still can have a sunblock protection at a different intensity, depending on the type of skin.
Sunblock lotions can allow a tan if the protection isn't too high, but of course high protection ones are not to be used if you wish to have a deep tan (of course if your skin isn't too delicate...)
