I own a shop, and I would think you need to be a little more specific. Which part of the dash? Right, left, or center? Does it get louder, or go away when you move the control of the blower motor? It could be something in the fan making the noise, or something has gotten down in the vents for the windshield defroster. Does it do it sitting still, or show up when you get going down the road? When you go down the road the air flow increases with speed, due in part to the fresh air vent being forced with fresh air supply. I have seen a leaf, or a piece of paper get caught in the vent, and make this exact noise because it flutters as you increase speed, and the air flow across it becomes increasingly more.
