It seems that it would be safe and effective on anyone who's had enough time to build up the clustery-fat formations. So, anyone after puberty but any younger and it doesn't really make sense.

If they weren't so safe and effective people would not be paying all that money!! Same as liposuction though, the fat will tend to come to rest there again.
