You use a vinyl silk screen paint. I have been using it for the past 10 years on all my white shoes.

If you're painting on leather, you need to roughen it up a bit with sandpaper or a nail file so that the paint sticks. You might need 2 coats to get a smooth surface.
If you're painting on cloth you don't need to do anything usually. Some manufacturers recommend washing to take the sizing or starches out.

the spray paint will crack and peal the first time you take a step no matter what you do, get a dye or paint made for fabric

sneakers? try using dye... spray paint won't stick to the material.
