Yes, it was and still is a Biblical requirement for salvation.
John 3:5 says:
Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.
As far as submersion, why would Jesus have been baptized in the Jordan River, if he only needed to be sprinkled with water?

The practice of trinitarian formula of baptism was commanded by no less than Jesus Christ himself.

"Then Jesus approached and said to them, "All power in heaven and on earth has been given to me. Go, therefore, and make disciples of all nations, baptizing them in the name of the Father, and of the Son, and of the holy Spirit, teaching them to observe all that I have commanded you. And behold, I am with you always, until the end of the age." - Matthew 28,18-20

It seems likely that the baptism of John was immersion. Why else would he need a river.

Jesus got baptized and commissioned his disciples to baptize in his name...good enough for me.
