I think you are asking the residence permit (Iqama) for Kuwait. No way, since a person who is staying with out a legal r/p in Kuwait will not be able to apply for that. Is it expired or he/she came and did not furnish the required formalities? Do they know the whereabouts of the sponsor?

I would suggest you to contact the embassy of his/her country to arrange the "out-pass" to leave from Kuwait. Since the "amnesty" is going on in Kuwait they can leave the country without paying fine and detention. The amnesty period ends 30 of June 2007.

NO way, first you are in the country illegally, so that means you will need to pay a fine which is KD 2 for each day since your visa has ran out. second thing after you pay the fine you will be deported from Kuwait. And your name and finger prints will be on the black list so that means you can never enter Kuwait again. so i would suggest that you leave Kuwait as soon as you can. and explain to the immigration officers in Kuwait that you can not afford to pay the fine.
