Ok so I my car slipped and I went into a guard-rail, Had a cop to write up a police report, nobody but me was involved in the accident, no ticket, I didn't send the police report back with an explanation, my insurance dosen't know about it. So then would other insurance companies know about the accident or no???

Comeon.. there are so many variables here..Lets everyone take a reality break.

1) How bad was the damage. ? Were you driving or did the car slip because of natural reasons (hurricanes are pretty common right now?)

2) No ticket means no fault. No fault means its not on your record.

3) You may, however, get a bill from the City for the replacement or repair of the guard rail...

if the police wrote a report about it, expect that your insurance got a copy of it. if they didn't, and they find out later, they will be very ticked off and may refuse to insure you. once you have been denied insurance, it is much harder and more expensive finding a new company to insure you.
if you are in doubt as to whether it will affect your rates, do a quick online comparison - check your rates without the accident, then put the accident in and see if it goes up. if they didn't have to pay out any money to you, there should be no difference, but they would probably like to know about it.
if it won't affect your rates, tell them. better safe than sorry.

If there is a report filed with police or insurance agency of any kind, it goes on your record.
the city has a record of it from the police report and I believe they have to report traffic incidents to the DMV.
Only way to know for sure is to request a copy of your driving record.
