uh b/c anything that a minor is doing with cigarette papers is illegal at their age, ie smoking cigaretts or weed with them

Stores owners dint let minors buy cigarette papers because its illegal. The determination of buying cigarette papers it symbolize that the minor is going to smoke. and a minor can smoke by law until 21 year old.

because you have to be 18 to buy cigarettes or any other tobacco products. This includes the papers too.

uh when a person normally buys cigarette papers they want to roll up a cigarette. cigarettes are only legal to those of age, o my goodness!

Everyone is correct, it's due to their nature. They are illegal as a tobacco product. However the person that mentioned owning, or being in control, of a lighter is wrong. There is nothing illegal about having a lighter in your possession, regardless of age.

because it is illegal for minors to purchase cigarettes...and anything that has to do with tobacco products are illegal also. you can't even buy a lighter if you are under age
