If you really get to the point where you fear for you safety. Keep a log of events that happens. No opinions. Just facts. Go to your local judiciary and obtain a restraining order that would bar any contact with you. This might not stop everything but maybe the things that are scaring you.
If this does not work. Its sad but this is America and what he is doing by law is truly not illegal. Ask if there is another unit available in your building or simply move.

He sounds as though he's in his second childhood. He's probably harmless, but I can understand how annoying he is. Maybe your landlord can move you to another apartment. Just tell him or her that this person is creating a disturbance and makes you uncomfortable. They just might ask him to leave. Meantime, keep your doors locked and try to ignore him. Maybe he'll get tired of harassing you and will stop if you don't pay him any attention.

Talk to your landlord and begin keeping a written record of the actions that affect you. If things start getting out of hand, you'll have a record of the case that the police can use!

Not only should you tell your landlord, but you should tell any relative or person that is visiting him. At that age mental health becomes an issues and he may need help in daily living activies. His outward anger can be a sign or a cry for help.

Its tough to have a crazy neighbor.
Get a tape recorder and record the banging on your door and the noise from your ceiling. Anyrthing else that he does that's scary write it down. When you have this documented(times and dates), contact the police. He might be an ex con, pedafile, or just a guy having a bad year. Better to be safe than sorry.

you can certainly let your landlord know. I wouldnt expect much change though so maybe the best thing is to start looking for a new place.

Yes, tell your landlord. If nothing, he will be alerted of his behavior and notice what you see. He can talk to him w/o you confronting him on your own.

definitely tell the landlord that this guy creeps you out. if enough people complain about his erratic behaviour the landlord will have to kick him out.

Absolutely, do not wait until something weird happens. Also tell others so they also know about this freak. If you feel uneasy around him let the police know especially if he approaches you.
