Unfortunately, WWIII will be global suicide, therefore in answer to your question, as long as there's rational superpowers who believe in MAD, there will be no WW3. By definition, the next world war wil be nuclear, how could it not. In a nuclear war there will be no winner. In a nuclear world, the only true enemy is war itself.

The next World War will involve a nuclear exchange, how could it not if both sides believe no price for victory will be too high. In the first 30 minutes, nearly a billion people will have been vaporised, mostly in the US, Russia, Europe, China and Japan. Another 1.5 billion will die shortly thereafter from radiation poisoning. The northern hemisphere will be plunged into prolonged agony and barbarity.

Eventually the nuclear winter will spread to the southern hemisphere and all plant life will die. You ask what country would be victorious, you are asking when will we commit global suicide. My answer is it won't happen soon because the larger superpowers are more rational than the rump states in the middle east.

While we hear talk of a nuclear-Iran or a confrontation with NorKor, little is said about the 2 bulls in the glass shop. The arsenals of Russia and the US are enough to destroy a million Hiroshimas. But there are fewer than 3000 cities on the Earth with populations of 100,000 or more. You cannot find anything like a million Hiroshimas to obliterate. Prime military and industrial targets that are far from cities are comparatively rare. Our biggest threat is from an accidental launch by the Russians.

At the point of global suicide, it doesn't matter who is on what side....where you go to hide, or how long you can survive. In a nuclear age like i said before, the only true enemy is war itself. The only gauranteed survivor will be cock roaches....

Well, it depends on the scale of the attack. Undoubtedly, if the United States was attacked with nuclear weapons, US will retaliate, and that can escalate into the destruction of the world. If it were just a few or a single nuclear explosion, then all the government can do is to evacuate the area, secure the area, and wait until the radiation goes away, which is going to take centuries. If there's nuclear weapons going off in multiple areas, then the nation is screwed, and there will be a lot of migrations to Canada and Mexico. You really can't restructure after a nuclear attack because of radiation fallouts.

I figure the plan is already in place. The only thing that would dictate how much of a restructuring we would need is the extent of the damage.
One thing I hope that some of those nations that have contingincy planning for nuking this country, have taken into consideration is that we still sit across the safest trade routes between Europe and Asia. There is this little thing called the World Island that includes Aisa, Europe and the Middle East. All of those language barriers and political barriers between lets say Paris and Beijing, make it cost prohibitive for, say , french perfume to make it to Beijing without heavy surcharges all along the way. And then again there are the costs that may be incurred from natural disasters between Paris and Beijing just from the drive around. There still are those bandits and pirates, that we used to read about, out there that would love to alleviate anyone the burden of carrying their product all the way to its destination. Again increasing insurance costs as well as increasing transportation cost for the manufacturer while honoring any contract there may be.
When I look at a world map I see everything from natural occurances to manmade occurrances. Even see times and distances. What is safe and what is not.
So anyone ever thinking about nuking this ol' country, had better think again. How much more it would cost them, to do so.

Unfortunately there is no good outcome for anybody. All that we know in this country would cease to exist. Those who survived would be too sick to do anything and eventually die. As for the rest of the world the nuclear that would befall the planet would kill quite a few people and the rest would slowly die of starvation. Not a pretty picture.

Huge parts will be unaffected but I wouldn't bet that you would beat the likely enemies in the aftermath because you will still have the equivalent of WW2 to get through w. what's left over, it will be restructured along the lines of the winners desires. The winners will probably be the side that launches first in any event.

1 city would not make a difference unless it was NYC. In that case there would be no re-structuring, it would probably be the biggest and longers riot in the history of the world
