That's what I'm afraid of with girls too. Just try a few dates at first. After a few, tell him you really like him and that he's the only guy you want to date.

I don't understand if the guy is your friend, then why or how can you be so shy to express your feelings towards him? I also don't understand your statement: "I was supposed to go to the semi formal but his dad wouldn't let him and now I don't know how to ask him out like to be my boyfriend." Were you supposed to go with him? And his dad said no? But what do you mean you don't know how to ask him out like to by your boyfriend? If you were already going to the semi-formal with him, then you've already broken the ice about going out with each other. If you are good friends and don't want to ruin the friendship or lose him as a friend, then you really shouldn't be trying to become romantically involved with him. That's the most sure fire way to lose a good friend. Besides, if he was interested in becoming your boyfriend, he would be asking you. So don't ask him. Let him do the asking, but you could try to get him to notice you in that way.

Flirt assertively, don't make any commitment until he responds to your best flirting. Try and be subtle, innocent, and feminine, and keep stepping up the pressure until he gets the hint. Try and make it seem like it is his idea.
