For a landline phone, no. The person who called you get's billed for the long distance.
Now, if that person called your cell phone, then you will be charged minutes, but not long distance. The caller still picks up the long distance charges.

You should only be charged on a regular home phone line if you accept charges (ie collect call) or if you originate the phone call.
You can be charged for usage on a cell phone if you make or receive a call on your cell phone. You will want to be sure to double check your plan or call their customer service line.
At anytime you feel you have been wrongly charged, you should definately contact the phone company immediately. With all of the high tech gadgets out there, you can never be too safe.

Not if it is a landline. You would have to accept the charges.
