I would say 'who' instead of 'that' for two reasons:
1. If you remove the description 'from outside Japan', the sentence sounds correct - "People who crave innovative..."
2. Since 'that' also appears later in the sentence, too many 'that's sound awkward.
If you used 'which', you would need a comma after 'Japan ', which would infer that Japan craves innovativeJapanese products.
