I have only seen these light poles around my work. The light poles are atleast three times taller than a wood telephone pole. Our guess at work was they lowered the light fixture to get to the lights. I called MODOT and they had no clue, go figure, sorry if you work for MODOT.

On many of the very tall light poles the light fixture can be lowered.
It probably not a 200 foot pole. 200 feet wouldbe a 20 story building. Most highway lights are 20 to 30 feet high.
According to Walter O. Mauldin, Director of University security, the University of Rochester (NY), "as a simple rule of thumb, two 250 watt HPS fixtures on a 28 ft. pole should be spaced about 60 ft. apart to achieve the desired target. The height of the pole can affect readings. Another approach is to place pole bases at twice the length intervals of the pole height. So, a 25 ft light on a pole would be spaced about 50 ft apart from the next pole." As Walter states, "no rocket science but a good thumbnail estimate." He advises that if tall poles are a design requirement, it may be better to select a luminaire with a small amount of upcasted light in order to avoid reflected light into the sky and improve visibility, safety, and security.

They replace light bulbs with something called a "Cherry Picker" it's a truck rigged with a pneumatic basket that raises the worker to the right height. However, there are no 200ft. light poles.

They have a truck with a lift on it and someone stands on the lift and the hydraulic lifts it in the air an the bulbs are changed.
Just like when they change the street lights [ red, green, and yellow]..

I don't think Ive ever seen a 200 foot high light pole! How high are you?

They have a bucket truck similar to the same style as tree trimmers and phone company trucks that they use to get up that high. I've actually been up in one, but not that high.
