I am a salaried non-exempt employee - I am paid hourly - my manager sets goals for me and based upon my attainment of these goals I receive an increase in pay. She has set the goal of doing volunteer work in the community on my own time. Is this legal? She told me I could not receive a full raise because I didn't do this volunteer work. Can she legally mandate me to work and not pay me?

I don't know if it is legal, but if I were your employer I would do things like that.

Being part of community services organizations is fun, it really opens your mind, teaches team working, leadership, motivation, public speaking, socializing etc. So without any doubt, is good for your career, no matter what is your bussines.

In other words is like sending you for training, and since it doesn't have cost, I don't thing they have to pay for it.

From a private employer perspective, she can put any requirements for advancing (or even getting a job) in her company, just like when they listed the work initially.

I just suggest you to do it. You will find it very rewarding, apart from the better position at work.

Not knowing your line of work confounds me. Is your employer asking because your job is a type of position with in the community that could benefit from the neighborhood seeing you out acting selflessly? Or is this a cop out so they don't have to increase your pay?
Either way it sounds like a win- win situation for them!
I would contact the better business bureau.
It is very courteous to dedicate time to the community however, inforcing someone to do so is most likely unlawful.
Maybe just inquire with the laws regarding this prior to making an actual claim.
I as well would reopen this discussion with the manager, or even higher executive.

Too bad you are so self centered you can find any value in helping others. She is not mandating you to work . Your company has mutually beneficial relationship and your too thick headed to read the writing on the wall. You don't deserve any raise in my book.

That sounds illegal and a violation of the labor laws. Any work assignment has to be paid for ...... anything else is called slavery. Check with your local labor department.
