Actually, in some cities, Houston is one of them, there ARE leash laws for cats as well. I know that sounds ridiculous but they are there. Cats are normally not as fierce as dogs so therefore the law is pretty much overlooked and cats wander all over the place. That and cats tend not to destroy property as dogs are diggers and love to dig and rough house and tear up lawns. :)

Cats are independent and run free because of this. Dogs need attention and care. So yes, IMO it is fair.

dog seem 2 run away more n cats dont seem 2 run away dogs need more love becz give cat sum food n a pet n ur thre new freind---trust me i got 3 cats lol i have 1 cat tht always runs away he is looking 4 a female so we gonna have KITTENS SOON^_^ i cant w8 we live in the country we have 40acres of land so they got alot of room i had a few dogs but we had 2 tie them up becz they always like 2 run off n chew up everything lol a cat cant be tied up becz its neck cant handle the weigh becz after so long after pulling on the leach it will finally die

You musnt have much experience with cats - they're not big on leashes and comands and taking walks with owners. They're more indepenant.
