This is a great question!
My husband and I often play the "shoe game" when we are traveling on the freeway, we see who can spot the first shoe. I always ask my husband that question and he always answers the same thing.....some idiot had their foot out the window.

There are a lot of homeless amputees that need a shoe and the best place to find one is on the highway.

nope, all wrong, the druggies throw out a shoe, and then realize they might need foot covering, so they keep the other one; makes as much sense as any of the other answers!! lol
