First off, no one is 100% happy with their appearance. :-) For the most part, be happy that everything works and focus on exercise and eat well for health and feeling good. The good looks will follow.
Running in town can be great. I walk outside in a city and it's cool to see people's houses and gardens and see other people while you're working out. Otherwise, you could try the videos or treadmill. I always found that stuff repetitive and boring after a few weeks though. Or, you could go a little bit out of town and run in the country, just drive or catch a bus to where you want to go.
Another option is to try yoga classes. Great exercise, low impact, and you'll feel great.
Or, maybe there's a running group in your town? That's fun, and you can meet new people too.
Good luck.

I am in the same boat as you. I don't know how you feel about exercise videos but you could try those. I'm not talking about lame cardio ones where you are ashamed to be seen doing them (lol) but like pilates or something. Crunch is a really good brand to try. There's different kinds of workouts and intensity levels. They're actually kindof fun. And you can do them whenever and no one has to know!
I really didn't like the way I looked either but pilates is really great for toning and slimming down. It's good.

find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

About the running outside - i can tell you, it`s like everything else - after you`ve done it once, you won`t really care. Have you seen runners outside, they just run along without a care in the world, not caring who`s looking at them ? They felt like you the first time. I know coz i did too !
