Because the idea is not just to ask questions but to stimulate you to give some good quality answers.

If everybody would just ask questions and nobody answers you imagine the amount of unresolved questions we would have? We would just be overpowered by the questions.

First of all, it's "LOSE".
It's so people don't come here and ask a bunch of completely crude or pointless questions.
At lower point levels, you are limited in how many Q's & A's per day....you are supposed to work your way up by answering questions--especially answering them so well that the asker chooses your answer as best---then you get 10 points. And when you PICK a best answer, 3 points are returned to you.

I think it's meant to ensure people's participation - if asking questions costs points, then you have to earn points by providing answers to others' questions before you can ask more questions yourself. I everyone came here asking questions and nobody provided answers, it would be useless. The point system is just an incentive to collect more answers than questions asked so that everyone can get answers to their questions :-)
