Take it to the vet. If it's a few days old, it is a simple and inexpensive procedure. If it is older than that, it is considered an amputation, and the dog will need to be put under anesthesia to amputate the tail. The tail has a blood supply and nerves like any other extremity, so "docking" it yourself is not an option.

Safe is having the vet do it or an experienced breeder. A lot of breeders I know with docking breeds tie a betadine dipped elastic cord tightly around the tail at the appropriate length and let it fall off. They keep is clean with betadine throughout the process, by the way this is done at 3 days of age, any further than that and more risk is involved.

The vet is the only way to do it safely.
Personally I don't understand why anyone would cut a dog's tail offf . I have a half jack russell terrior and I let him keep his tail and I love it. Gosh, why cut off something natural?

Take them to the vet when they are quite young. I don't know if it depends on breeds how young. But my dog had puppies and we took them like maybe the first month...? I don't remember. But anyway the vet will just snip them off and it doesn't take very long then they put stitches in.

The vet does it when they are just a few days old. Apparently it doesnt hurt them because they are so young when it's done.
I'm pretty sure it's animal abuse if you just try to hack off your dog's tail on your own.
