Depends on your POV. Catholics believe that only a priest can do so, Wiccans believe that all you need to do is add salt and bless it and voila... holy water, btw Catholic holy water is blessed the same way.

1668 Sacramentals are instituted for the sanctification of certain ministries of the Church, certain states of life, a great variety of circumstances in Christian life, and the use of many things helpful to man. In accordance with bishops' pastoral decisions, they can also respond to the needs, culture, and special history of the Christian people of a particular region or time. They always include a prayer, often accompanied by a specific sign, such as the laying on of hands, the sign of the cross, or the sprinkling of holy water (which recalls Baptism).

An Easy Way To Make Your Own
Holy Water

Materials:

1 tsp of Rose Water (optional)
3 tbsp sea salt or Kosher salt
1 small bowl of spring water*
1 clean glass container
1 new compact mirror
1 storage bottle (small)

* Note: Spring water is extremely hard to come by. You may not be able to trust the bottled water, as it had been determined that many who use it are victims of false advertising, so be sure you are familiar with the spring water company. I suggest going on a small hiking trip with a large glass jar (like the type you buy family-size fruit in), and filling your jar from a running stream or other "live" body of water that is well known for "good fishing."

Cleanse and sterilize the bowl and glass container with boiling water. Insure that you have total privacy during preparation.

Time: Midnight during a Full Moon phase.
Place: Out of doors under the moon, or near a window that will reflect the light of the moon. Set out your work cloth and all ingredients upon it. Take five or six deep breaths to relieve the stress of the day. Cast your magick circle. Hold your arms outstreched in the Goddess position (arms out at the sides like you are cradling the Universe, palms up.) Say:

In the cloak of the midnight hour
I call upon the Ancient Power
I seek the presence of the Lady and Lord
To bless this water that I will pour.

True holy water is made by priests ordained of God and the how to is found written in the pages of the Holy Bible.

This thing about holy water is hype started by the Catholic church. You don't need it. Jesus didn't need it so why should we as Christians? Jesus was baptized by John the Baptist in the river. If you are a Christian and want to put a blessing on your food and/or drink, then pray and ask God to do so and give thanks. Just remember that the Catholic church isn't God and has no right to change scripture and take away from what and who Jesus is.

Since all water is as 'holy' as water gets...I wonder if some crank with a black robe setting aside a certain flask of it and 'blessing it' , as if his 'blessing' is magical in some way, and really makes it so powerful it can kill a vampire.
Maybe vampires are overcome by the power of suggestion or something, but I thought they were pretty quick?
I noticed that only some vampires were scared of crosses, too...
maybe those were former Catholics.

Holy Water, prayer cloths and other such things are man made ideas of religions.

In the Catholic denom, only priests, bishops, etc can do it. But the formula is pretty simple, even for them... spring water, salt and a prayer... So yes, you can make holy water too if you wish.

No such thing.
You can have holy water blessed by a priest but it's still just water that has been prayed over, like saying grace before your meal etc...
