If so what do you do to overcome it?

It's a self-protection thing if you feel hesitant to ask... you might be afraid they'll snarl and snap at you or give you an answer that hurts your feelings, or you may feel they're giving you a "brush off" and really do need help.

The solution is to not be overly concerned about your own feelings, and think of a way to approach this person so that they will be open and honest in answer and less likely to be angry and snarl back. Either way, altruistic intent is what gets the best result, even if you can't help them, it just may not have been your fault. Some people, due to causes and conditions beyond your control, either don't want help or they don't know how to accept it.

Do your best and leave the rest to them...

No, why would it worry anyone? Trying to help someone who is having problems or needs some kind of help is being a compassionate person. I would rather be compassionate than ignore people who need help. Know about Karma?

No. Of course I don't ask if I can't deliver the help... but if I think I can help this person, I will do it no problem.
I would pray if this is something really difficult for you for some reason that you think you need to help but are not sure.

I rephrase the question. You can always ask someone if they need help in a kind way. It helps to be self-depreciating. As in "This same EXACT thing happened to me once, but I didn't handle it nearly as well as you. How can I help?"
