The police can stop them. However, there is another way. They can purify their heart and repent.
Likewise, i say unto you there is joy in the presence of the angels of God over one sinner that repenteth. -Luke 15:10

I must first point out that there is a significant difference between religion and spirituality. Religion is the ritualistic traditions that are (supposed to be) supplimental to one's faith. Of course, they usually take on a life of their own, and this is the primary reason that so many people get a workout in the Catholic church. Can religion save a kleptomaniac? It's not likely, but certainly possible. Strict rules and traditions may have a positive effect, but I wouldn't rely on it. If however, the said kleptomaniac were to develop a faith and relationship with their god (whichever religion that entails) I believe that in time, it has the potential to empower them to stop stealing. Mind you, the power of God can only make a change in people who accept it and are willing to be changed.

Yes, the best way to stop a kleptomaniac is to punish the person by hanging a sign on her/him that says "I stole from xyz store" and make them stand outside the scene of the crime for a few hrs a day, for a few days during peak biz hrs. Jail and fines dont ensure breaking the habit but this method was used successfully by a few courts in the US to curd this problem.

No. Religion causes some to steal--televangelists, for example, rob people by deceiving them into handing over money.

Only if they get thrown in jail, that seems to be the time that all criminals turn to religion
