The law requires you have a outside mirror on the driver's side of the vehicle, and a rear view mirror inside the vehicle. The external mirror on the passenger's side of the vehicle is optional. Exceptions to the law apply only in vehicles which have a closed area to the rear of the cab due to the type of vehicle, and then the passenger side external mirror is required.
This is a federal requirement and is covered by the Uniform Traffic Code, which is applied in all states to insure that vehicles driven to states other than the state of registration are legal.

If you are driving an automibile, they are legally required equipment in the 'highway traffic act'. The only time when they are not required is when you are driving a vehicle that has a closed in back end, such as a cube van, or truck... then they are redundant as you cannot see directly out the back anyways. Those vehicles generally have larger side mirrors to help compensate.

I believe as long as you have the two side mirrors, its not illegal. you have to have TWO mirrors. Either one side and a rearview, or 2 sides
