Many people have become paranoid about anybody they do not know. TV and other media have increased this fear. Of course, some caution is advised, but our culture has been unnecessarily frightened by the media.

it's normal to do say hello, keep doing it.
Women who are acting that way are often married to control freak jerk husbands. (especially when you say put their heads down as to not even look at you.)
The problem may well be that if they are seen acknowledging you, every time for the next 6 months they take the dog out to pee, take out the trash, get the mail, it would be accompanied by some comment of going out to flirt with the single neighbor.
It's sad, but a true reality for all too many people.

its very good to do that, even if they arent so friendly. they will still feel u as a kind and polite person. but if they really ignore u too much u could stop if u want. u rly should if they r friendly coz some day in ur difficulties they will be there for u coz u have always remembered them. by the way it is also a very good deed,.

Keep on saying hello - it's totally normal to do so. They are just weird and plain rude.
I think people nowadays are really afraid of others...that's what it all boils down to.

I am a female and my female neighbors are like that sometimes, also. Just keep being nice and waving. You can make it fun and try to predict how they will respond. Just because they are rude, don't go down to their level. If I see you, I WILL WAVE!!!!!!!!

mostly yes, now. It depends on where you live. In california you may get wierd looks. In the south its almost expected.

nope. i keep my head down all the time. being watching too many forensics and it turns out a high percentage of murders is by neighbors

Could it be we can't trust a soul, not even our neighbors? Plus you said most of them have children ... who's a pedophile, who's not? Who's a rapist, who's not? Who's a jerk, who's not? Get my drift. Your female neighbors aren't the jerks here.
