Girls are wierd like that. They want to look good for some people, and for other people, they dont want them to look at them. If they move their hands, then they prolly want you to look at them. If not, then they want other people to look at them, not you.

I've seen plenty of tight jeans but never seen anyone trying to cover their butt.

I never see this. But, sounds just as crazy as wearing a low cut to or a short skirt or short shorts and constantly pulling them down (or up). Dont tug on em if you like em short OR heres a brilliant idea *Lightbulb* why not buy the size that fits??

I only noticed that once. It could be because they want to cover themselves up or they want to draw attention to their butts. Another thing that I notice is that sometimes they would wrap their sweater or jacket around their waist to cover their butt. Weird isn't it.

In my long experience with women and what they choose to wear, I have come to the conclusion that they buy and wear provocative clothing to impress other women but at the same time don't want to portray themselves as sluts to men.
Or is it the other way around?

good observation. if u notice well and if u were in Singapore, u will also observe that they also close their front lower part sometimes but wear a very low cut jean.
these are anomalies in their existence - keep open but close at the same time.

I feel that skirts tend to either look kind of trashy or cheap if they are tight and short, or they are really just the ordinary jean skirts that are not necessarily sexy.

Try maxi skirts with the medial side slits those can look great you! No matter whether you have long legs or not simply strut that skirt
