Turn the crystals around 3 times and lift them towards the sun. Then place them in a line facing east. Wrap them with copper wire and place them in a tub of water. Sit in the tub and connect one end of the wire to an electrical outlet. The flow of energy you will experience is very intense.

There is no such thing as "universal energy flow frequnecy."
In fact there is no such word as frequnecy.
Your chakras are only aligned by personal resonance. Increase mental awareness and you increase personal resonance.
Crystals have nothing to do with it, but if you are really interested in tuning your crystals I suggest the following;
Go to a Crystal shop, pick out some large crystals, buy them. Go home and turn off all the lights, light some incense, take off all your clothes, sit on the floor, close your eyes and chant OM for three hours. This will tune the hell out of your crystals.

I had this problem once. It had bothered me for a few days. I just walked a little more and ate some prunes and that took care of it. It aligned everything reaaaaal good.
As far as the crystals being tuned.... When you have the whole set out, start by putting an equal amount of water in each crystal. Now since there are factory variances, you may have to add or take out a little water but keep trying and pretty soon, when you tap them with a spoon, they will sound alike.

Do a grounding ritual. I'm from around boulder everyone does this. Sit with your feet on the floor and imagine a cord going from the bottom of your tailbone to the middle of the earth and from your feet to the middle of the earth and let that good energy from the earth go up your tailbone through all your chakras and out your feet. Continue till you feel like all the bad energy is out of all your chakras.

Tuning your crystals will not benefit your chakras. Your chakras must be cleansed and balanced. There are several ways to balance the chakras, which can result in more balance of those areas in your life. If your chakras have been out of balance, choked, or clogged for a long time, you will need to do this "cleaning" and "balancing" on a daily basis for at least three weeks, and then once weekly to keep them healthy. This can be done through meditation or through sound.
If you are truly interested in your chakras, google "balancing chakras" for more instruction.
